W3C Server configuration: access to XHTML DTD

Dear Sirs,

when accessing the XHTML DTD at the usual URL by XSL engines
(saxon, xalan), I get the below error.  The file is accessible via  
browser
and via wget, but access fails by such programs since some days (maybe
due to the website relaunch).
