Compromise proposal wrt TRs

I have considerable sympathy with the proposition that we have moved
too far too fast in reformatting specs which have

 1) A significant history of careful work to ensure exactly the
    appearance the WG involved wishes them to have;

 2) A huge amount of personal investment on the part of long-serving
    editors, authors and WG members in general.

I also have considerable sympathy with the proposition that the
changes amount to much more than _mere_ presentation, and as such
should not have been done without WG involvement.

I think we should implement, as a matter of urgency, a compromise
which goes back to linking the as-published-by-the-WG version from the
undated URI, while at the same time including a 'restyled' button
linking to the new-style version as an alternative next to the
titled&undated link on the TR page.

For example, for xml-stylesheet, we would have:

 1999-06-29 Associating Style Sheets with XML documents[1] restyled[2] Rec

[2] http://www.w3.org/TR/2009/REC-xml-stylesheet-20090303

As and when WGs are happy with the restyled versions, the default
could be reversed, and would in the above case then look like
