self-closed <a> tags in XML 1.0 spec

Hi,

The reformatted XML 1.0 rec has self-closed <a/> tags - that create pbs
with subsequent links, e.g. in
http://www.w3.org/TR/2009/REC-xml-20090303/#NT-intSubset
markupDecl isn't clickable.
