First I have to admit that I am having a lot of trouble finding old information that I used to find by going first to the public home page and then clicking on a couple of well-worn links. For example I find it strange that I cannot find a Member-only link on the public home page. I had to figure out to try http://www.w3.org/Member But more importantly, none of the new pages when displayed on my default browser (currently IE 7) have scroll bars. I find it very awkward to have to use the "hand tool" to move up and down each page. Is there something about the new styling that purposely does not make scroll bars available?
