W3C would not save money. Instead, they would spend money on implementing  
this. On the other hand, if it is cheap, then I think it would be nice to  
see them do this and write about it. Given that infrastructure is  
expensive, and people spend a lot of effort rambling about stuff like net  
neutrality (aka my right to hog your infrastructure) it seems that showing  
how to use less of the infrastructure in the first place is a worthwhile  
example of "leading the web to its full potential".
