Bad HTTP encoding for web page

This page does not display properly on my browser (Opera 9.20), nor
does it validate.

The reason is that it is incorrectly served with HTTP header
"Content-Type: text/html; charset=utf-8" but the contents actually
have an encoding of iso-8859-1.  The meta http-equiv element looks
okay.
