For an overview of the Web Content Accessibility Guidelines (WCAG), please see:

The Checklist for all Conformance Levels is at:

The Levels correspond to the Priorities, as described at:
 <http://www.w3.org/TR/WCAG10/wai-pageauth.html#Conformance>

Note that in the Checklist you can click on the numbers at the beginning of each line and they link to the explanation in the Guidelines themselves. For example, 2.1 links to:
 <http://www.w3.org/TR/WCAG10/wai-pageauth.html#tech-color-convey>
And then within the Guidelines there is a links to "Techniques for checkpoint 2.1", which links to a list of explanations, strategies, and detailed markup examples.
