We have a habbit to use UUID:s in resource identifiers so that they don't mean anything. It has proven to work atleast compared to identifiers having human readable text such as concept terms. And there are cases where more than one coding system points to same thing, this way we don't take any preference. Of course you could use owl:sameAs for some cases.
