That was the older RDF Patch.

RDF Delta is alive and well and being used for dataset replication in 
high availability and replication for performance use cases.

It has an updated patch format, 
https://afs.github.io/rdf-delta/rdf-patch.html but that's only part of 
the RDF Delta.
