Sure, if it ever came to a membership vote, then the membership would 
decide.  But my experience with such organizations is: (a) management 
normally makes the operational decisions, including deciding what 
questions to ask of the membership (usually); (b) management is 
responsible for the organization's finances; and (c) membership tends to 
defer to management on operational/financial matters.  That's why I'm 
suggesting that we try to get the ear of ACM management.  But if there 
are members who know how to propose such a change, that's good too.
