There are issues with the SPARQL specification with regards to EXISTS. The RDF Data Shapes working group uses EXISTS, and other related mechanisms, in SHACL [1]. To investigate the issues and suggest solutions in a timely manner, there is a new W3C Community Group https://www.w3.org/community/sparql-exists/ which will document solutions and create tests to pass over to the RDF Tests CG [2].
