Melvin had a very good point about the vector *types*.  Some of the types are not so benign in implementation [1]. When the meta data sits atop a firewall as XML, it is shared, and the DOM is transferred intact. With XHTML this means access unbalanced access to the name space subdivisions:

1) "http://www.w3.org/1999/xhtml#head" (ennoblement)
2) "http://www.w3.org/1999/xhtml#body" (entailment)

The challenges for meta data sets are 1) persistence 2) reliable visibility and 3) provenance, all as observed from outside the perimeter.
