open source python parser for manchester syntax?

Is there such a beast? Pointers please.

I am also looking for cheap and cheerful editing environments for manchester syntax: I see Phillip Lord’s emacs[1], and Mateusz Paprocki’s vi[2] macros … are there some more at that sort of level?
