SPIN API 1.3.0 released under Apache License

In order to further support the SPIN community, TopQuadrant has decided 
to release the new version of the SPIN API under the Apache open source 
license:

     http://topbraid.org/spin/api/

This version 1.3.0 is the first to also support the simplified SPIN 
syntax based on sp:text instead of the RDF triples notation for SPARQL. 
Both can be used, and the API provides simple methods to convert between 
the two.
