I use Neologism for maintaining vocabularies. http://neologism.deri.ie/ It is 
a tool for writing them, not just for documentation though. It has had some 
annoying bugs, and development seems to have been stalled a bit the last few 
months, but it is a really good tool that I think will be an important part of 
an RDF toolchain if the development gets started again.
