AllegroGraph allows you to compose federations from arbitrary sets of  
local and remote stores, and apply reasoning on top if you so choose.  
There are some caveats, particularly around efficiency (sticking a  
network in the middle of a query is rarely helpful!), but AllegroGraph  
can do what you ask.

I'm not sure if there's a good middle ground between remote-only and  
copy-all-the-data; this is still an area being explored by the  
community.
