I'm going to make a (biased) guess that there aren't that many RDF vCard implementations in the wild based upon the November 2006 specification in question. There are probably more implementations that use the 2001 note at http://www.w3.org/TR/vcard-rdf which recommends ALL-CAPITAL-PROPERTIES. The current climate seems to have settled on ClassName and propertyName, and if we're going to make an effort for syntactic consistency, now is the best time to make the change.
