1) The W3C to support this.
2) The browser and other client-side software manufacturers to support  
3) The HTTP server manufacturers to support this.
4) Getting all of the above folks to not only support this in theory, but  
to add this support to the HTTP spec, the browser and other client-side  
sofware applications, and the HTTP server applications before the end of  
the century.
