I quite agree! Given the tool support I'd be aiming for, I think a specialised vocab with well-thought-out mappings is in order (at least, that's how i normally like to play it!)

PS. Richard - I'm not suggesting that you shouldn't design a vocab
specifically for tags, there would certainly be benefits to taking
that approach.You could always hook into SKOS-based vocabularies later
if you wanted.
