Reopened issues and labels

I think we’ve just had two cases of an issue being reopened and then immediately being put back on the “to be closed without further action list”.

I think I can explain why. The list of issues to be closed without further action (like the list of PRs to be merged without discussion), is constructed mechanically from the labels on the issues and PRs.

If you reopen an issue, please remove the “Propose Closing with No Action” label to avoid this problem.

I recognize that this puts an extra burden on the person reopening the issue. And I agree, in advance, that that is unfortunate. But I don’t know of any easier way to address the problem.

I’m open to suggestions for other ways to manage the lists, but only if they don’t require a significant amount of bookkeeping on my part. (Caveat: I get to decide what constitutes “significant”.)

In practice:

1. This hasn’t happened very often

2. We never actually close an issue without giving an explicit
   opportunity to request discussion. If you notice at the 11th hour that an issue is going to be closed, assert that you don’t think it should be, and we can discuss it or remove the label and discuss it later.

So I don’t think it’s a significant problem, but I’m sorry that it’s caused confusion recently and that I didn’t think to mention it earlier.
