As a point of detail, we are a Community Group[1] not a Working Group. The W3C closed the XML Activity and all its working groups some years ago.

There’s no process by which a Community Group can produce Recommendations. We’ll reach the end of our process and publish Community Group Reports. That will have to be good enough.

Technically, I suppose the W3C could be petitioned to reopen the XML Activity, reopen the XSL and XML Query Working Groups, and go through the formal process of producing recommendations. But “snowball’s chance …” is the phrase that leaps immediately to mind.
