If you believe from reading the discussion of the issue that you can devise a concrete proposal that will achieve consensus, then please go ahead and raise the proposal. My impression on reading the discussion was that I thought that was unlikely, but I'm perfectly happy to be proved wrong. What we can't do is leave 130 issues open indefinitely if there is little prospect of them leading to improvements in the specification. There are a lot of "good ideas" on the table that are nice to have, but not necessary to complete the project, and there's a lot of hard work involved moving from a "good idea" to a workable concrete proposal. We also have quite a few ideas on the table where the proposer still has a lot of work to do to convince everyone that it's actually a good idea. We will only finish if we start getting realistic about not starting work that we haven't got the resources to finish.
