Here's an example of why I wrote "conventional" in the fn:civil-timezone description: "Tea Garden Time is an informal time zone used in India's northeastern state Assam <https://www.timeanddate.com/worldclock/india/assam>. There the clocks are unofficially set one hour ahead of IST (UTC+6:30)" It was apparently introduced by businesses in the area and has no statutory basis, but is widely used. No idea whether it appears in the IANA database...
