AW: Managing issues

I have spent some time browsing the open qtspecs issues. I have tagged some more with the »Propose for V4.0« label when I thought we should not discard them, and I encourage everyone to do the same. If you are willing to prepare a pull request for a particular issue, feel free to attach yourself as an »Assignee« to the GitHub issue.

My suggestion would be to treat the »Discussion« issues separately: In order to make progress, and if someone wants to have the results of the discussions to be embodied in the specification, new issues should be created with a concrete description of what an upcoming PR will contain. We could close the »Discussion« issues soon after that.

Finally, I have closed some of my own issues that felt outdated. We are now down to 128 open issues.
