Review of MHK actions

Summary: all my actions can be closed.
[ ] QT4CG-063-06: MK to consider refactoring the declare item type syntax to something like declare record
Raised as an issue (1277) Action can be closed.

[ ] QT4CG-077-04: MK to review inconsistencies discovered in review of #1117
This relates to adding the options param to unparsed-text. Unfortunately the minutes give no clue as to what inconcistencies were discovered, and there's nothing obvious in the comments on the PR. So I propose to take no action.
[ ] QT4CG-078-01: MK to make the default for normalize-newlines backwards compatible.… Shall we change the default to “true” so that we’re backwards compatible?
The is also about the changes to unparsed-text. It relates to a comment from CG: "In 3.1, different newline characters are allowed and automatically normalized".

I'm confused by the comment. There is nothing in the 3.1 spec of fn:unparsed-text to say that line endings are normalized. Perhaps the reference is actually to unparsed-text-lines. In 3.1, unparsed-text-lines recognizes CR, LF, or CRLF as line endings.

This is a little bit complex so I shall raise an issue. See issue 1278. Action can be closed.
[ ] QT4CG-080-03: MK to make a separate issue for @as on xsl:value-of
Raised as issue 1272
[ ] QT4CG-080-08: MK to work out what happened to his next-match PR
This relates to the very old PR 871 which was inexplicably closed a couple of weeks ago. I haven't been able to get to the bottom of what happened, but I have reviewed the issue that the PR was raised in response to, and the status quo text, and have convinced myself that the current text is OK.
[ ] QT4CG-080-09: MK to address comments made on PR #832
This concerns deep update. I am planning to revise the PR and will take all comments into account when I do so. I think the action can be closed.
[ ] QT4CG-081-01: MK to update fn:round-to-even to point to fn:round
PR 1270 raised.
[ ] QT4CG-081-03: MK to make the options parameter optional in fn:parse-xml and fn:parse-xml-fragment
PR 1276 raised.
