Configured QT4CG organization for fine-grained access tokens

Hello,

I’ve tweaked the “personal access tokens” settings in the QT4CG
organization at GitHub (in order to have an access token to download the
issues list in JSON because it’s now long enough that I can’t always
succeed with unauthenticated requests).

I don’t *think* anyone will notice. I don’t think I’ve broken anything.
But if something is sort of randomly and unexpectedly broken, shout at
me :-)
