MHK Actions from 21 February 2023

[ ] QT4CG-023-02: MK to write a PR to drop xsl:function-libraryfrom the spec.
[ ] QT4CG-023-03: MK to start a new thread for discussion function namespace flexibility
I raised issue 369. I decided not to drop `xsl:function-library` until that issue has been discussed.
[ ] QT4CG-023-04: MK to review and develop a proposal for separating element and type default namespaces
I have raised issue 372. Generally apart from a few editorial points I'm comfortable with this aspect of the spec and would welcome CG endorsement.
[ ] QT4CG-023-06: MK to revisit and make a PR for a sequence-typeattribute on xsl:mode

The attribute is actually named "as".

I'm technically confortable with the current text but a little editorial improvement is possible. There's a typo in XSLT 6.7.4 second bullet " for example, if is applicable to modes".
