RSS and toot bot

Hello folks,

With the Mastodon fediverse rekindling an interest in RSS, I pulled
together a (mostly) automated RSS feed for QT4CG status:

  https://qt4cg.org/@qt4cg/status.rss

The feed contains links to agendas and minutes as they are posted and
links to issues when they are opened and closed.

The funny “@” in the URI was inspired by the fact that the RSS feed is
used to publish the updates to @qt4cg@botsin.space on Mastodon.
