What is the status of this action item?

   ACTION A-613-37: Loren and Josh to implement the decision in comment 4 of bug 28948.

In particular, I am curious about this part of Bug 28948, Comment 4:

   "Restore the equivalence of option declarations and parameter documents by also allowing EQNames in the parameter document."

For example, I would expect an EQName to be allowed as the value of the method parameter.  However, I don't see any change for this in the schema for serialization parameters, etc.
