ACTION A-615-06: Bug 28997 - DONE

I was given the following action item: 

ACTION A-615-06 on O’Neil to address bug 28997 by (1) changing the XQuery tests to have a schema import declaration and (2) defining a mechanism in the test suite to allow schemas to be imported in the static context automatically for XPath queries.

Done and committed to cvs.
