completed A-622-01 (get Update 3.1 to build again)

Done. I just changed every occurrence of 'TryTargetExpr' to
'EnclosedTryTargetExpr' in the main src file.

I was also going to commit the generated files, but discovered that none of
html/* (or etc/XQU31.xml) has been added to CVS yet, and I decided to leave
it that way.
