Publication Request: XQuery and XPath Full Text 3.0 Requirements and Use Cases as Working Group Note

The XML Query WG and XSLT WG request that the following Working Group Note 
be published on, or as soon as possible after, 2015-12-10 (which is the 
date we have used on the document itself). 

The XML Query WG and XSLT WG decided to request publication of the WG Note 
during their meeting on 2015-12-01, the minutes of which are archived at 
https://lists.w3.org/Archives/Public/public-xsl-query/2015Dec/0001.html 
under agenda item J5.2.1.

I have worded this publication request as a series of specific steps to be 
taken.  Liam Quin intends to perform many of the steps (that is, the steps 
dealing with file location).

I have run the PubRules Checker, including the Link Checker, on 
Overview.html, with a small handful of unresolved references that will be 
automatically resolved as a result of completing this pub request.

The instructions to Liam for moving files to their target locations are 
displayed in ordinary text.  The instructions to the publication team ARE 
DISPLAYED IN ALL CAPS - these involve creation of redirects.
