Bug 29146: fn:transform for XSLT 3.0

A reminder that although this is an F+O bug, the XSL WG is taking the lead in producing a solution which it will then recommend to the joint WG for acceptance.

I have produced an editor's draft of F+O that contains an entry called fn:transform2 that is effectively a proposed resolution of this bug, derived from the analysis done by Abel Braaksma and Debbie Lockett in the bug entry. I hope we will discuss this in XSL WG tomorrow and produce a recommendation. All comments are welcome.
