Propose an optional conformance claim mechanism which
people could add to their Schema and WSDL documents, something like:

      <wsdl-or-xsd:documentation>
        <pat:conformanceClaim xmlns:pat="http://..../advanced" />
      </wsdl-or-xsd:documentation>

this would appear to be at least useful within our testsuite
and to others, in particular if provided in a "Policy" friendly form.
