Issue 8

Tony just let me know that PaulD. is still waiting for wording from me for 
Issue 8.  back in Feb, I posted my views on Issue 8 [1], which, to 
summarize, are that the WG should NOT issue any advice to schema authors 
to avoid pattern.  If the WG really wants to say something, it should 
instead, issue advice to tool implementors that they need to fully support 
the schema spec :-)  Seriously, tho, if the WG wants to say something to 
schema authors on this issue then I think someone who thinks that such 
adivce is a good thing should draft the wording.
