New XProc 3.0 “last call” working drafts published

Hello folks,

I’m pleased to announce that the XProc editorial team have decided to
publish revised “last call” drafts of the language specification[1] and
steps specification[2]. Appendixes M[3] and F[4], respectively,
summarize the significant changes since the previous last call drafts.
