Approved: Call for Consensus: Approve Errata for XML Signature 2nd edition and 1.1 to clarify detached signature wording

This call for consensus has completed with support on the list and with no objection, so we have consensus to make this change.

I will go ahead and arrange for the errata to be posted for the two documents.
