I have updated XML Signature 1.1 and XML Signature 2.0 to add RSAwithSHA224 as an OPTIONAL signature algorithm and to add the identifier for rsa-sha224 ( http://www.w3.org/2001/04/xmldsig-more#rsa-sha224 ) Given that the URI is defined in the W3C namespace in Signature 1.1 I don't see a problem doing this before the RFC is updated.
