XML Signature editorial update

I have updated XML Signature 1.1 and XML Signature 2.0 editors drafts (and XML Signature 2.0 CR snapshot) to restore the "REQUIRED" word in the description for the identifier for Exclusive Canonicalization omit comments. Thanks to Magnus for noting this omission.
