Frederick, The new RSA-OAEP algorithm that allows specification of mask generation function, has the following URI. http://www.w3.org/2001/04/xmlenc#rsa-oaep But we have been following the convention that any new algorithms introduced in xml encryption 1.1 have "2009/xmlenc11" in them.
