RE: ACTION-699, Suite B Interop Writeup

RE: ACTION-699: Cynthia Martin to Update interop wiki with suite B organization

Please see attached Suite B Interop write up.  Please review and provide comments and input.  I want this reviewed first before I add it to the wiki, http://www.w3.org/2008/xmlsec/wiki/Interop.  I also added the references in line, but would move them all to the end of the wiki in a References section.
