I went ahead and updated the schema for xenc11 accordingly, to remove the default, also changed the RELAX NG rnc schema to remove the comment about the default.

Made minor change to the wording to highlight the RECOMMENDED term.

For my ACTION-697 assigned during the recent F2F, I have now made updates to XML Enc such that PBKDF2 no longer uses hmac-sha1 as the default PRF (which is what I believe this action item really was about).
