Reference update review for XML Encryption 1.1, Generic Hybrid Ciphers, XML Signature 1.1

I reviewed the references in XML Encryption 1.1 and Generic Hybrid
Ciphers.

(1) We will need to update all the references to the newly published
drafts as part of publication.

XML Encryption 1.1

Will need to update references for XMLENC-CORE1 and XMLDSIG-CORE1 for
this coming publication. (XMLENC-CORE1 is referenced since it is
referenced in MIME-TYPE reference section)

Generic Hybrid Ciphers

Will need to update references for XMLENC-CORE1 and XMLDSIG-CORE1 for
this coming publication

I noticed that RFC 2048 [1] has been updated by RFC 3023 [2], but see
no need to update the [MIME-REG] reference since the update is to
include the '+xml' suffix convention to the registration process.

(2) I also reviewed the references for XML Signature 1.1 and noticed
that the XML 1.0 reference needs an update, from

[XML10] C. M. Sperberg-McQueen; et al. Extensible Markup Language
(XML) 1.0 (Fifth Edition). 10 February 1998. W3C Proposed Edited
Recommendation. Revised 5 February 2008 URL: http://www.w3.org/TR/2008/PER-xml-20080205/

to

[XML10] C. M. Sperberg-McQueen; et al. Extensible Markup Language
(XML) 1.0 (Fifth Edition) 26 November 2008. W3C Recommendation. http://www.w3.org/TR/2008/REC-xml-20081126/

(3) I also note that some drafts are no longer being worked on, but I
guess they still need to be cited as "works in progress", e.g.

[XMLDSIG-REQUIREMENTS]Joseph Reagle Jr. XML-Signature Requirements. 14
October 1999. W3C Working Draft. (Work in progress.) URL:http://www.w3.org/TR/1999/WD-xmldsig-requirements-19991014

Please let me know if you think changes #1 and #2 should not be made.

This should close ACTION-571

regards, Frederick
