The WG has agreed that http://www.w3.org/2001/04/xmldsig-more#sha384 is correct. I have updated the draft accordingly. This is also what is listed in the algorithms cross reference http://www.w3.org/2008/xmlsec/Drafts/xmlsec-algorithms/Overview.html Thanks for noting this issue Makoto.
