ACTION-542: Differing wildcard approaches in XML Encryption 1.0/1.1

I reviewed this and believe that the new schema in 1.1 for
KeyDerivationMethodType uses ##any intentionally, and the the use of ##other
in some of the older spots was probably less consistent with other wildcards
in XML Signature.
