Reviewing the references, I see that we reference Unicode TR15-18 and the NFC-corrigendum.  I propose that we follow XML 1.0 5th ed [1], and 

(1) drop the reference to NFC-corrigendum
(2) change the reference to TR15 to a "current version" reference
