update to XML Signature 1.1 and XML Encryption 1.1 editors drafts for FIPS-186-3 reference and links from Frederick Hirsch on 2009-06-12 (public-xmlsec@w3.org from June 2009)

I have updated the  XML Signature 1.1 [1] and XML Encryption 1.1 [2]  
editors draft references for FIPS-186-3 and have updated the explain  
documents correspondingly.

I also updated these editors drafts to fix various broken link anchors  
and links,  as well as updating the encoding in signature to utf-8.

I regenerated the redlines for both.
