I've updated the 1.1 editors draft and the changes summary doc with the
right Type URIs for ECKeyValue and DEREncodedKeyValue.

I also added "commented" child elements to the KeyInfo and X509Data schemas
mentioning the new child elements we defined, for consistency with what we
did in the KeyValue case.
