contradicting notation tests from Tobias Koenig on 2008-10-29 (public-xml-schema-testsuite@w3.org from October 2008)

Hej,

as far as I can see there are contradicting tests for the notation component 
in the test suite, publicId00201m1 and addB004 for example require 
the 'public' attribute, however the errC004 test (MS-Errata) defines it as 
optional.
As errC004 defines the behaviour of the latest schema spec, I guess that's the 
way to go, but why are the old tests still included in the testsuite?
