In the Microsoft Particles test set, test
<test group="particlesIg004" name="particlesIg004"/>
the schema is described in the metadata as invalid. However, I cannot see any
reason why it should be considered invalid. Comments in the metadata hint that
the essence of the test hinges on whether the particle
<xsd:element name="e1" block="substitution extension restriction"/>
is a valid restriction of
<xsd:element name="e1" block="#all"/>
I think that it is.
